Looking for Server Under $15

I would like these specs: 4GB RAM /

CPU with passmark beyond 3000 /

2-5 TB Bandwidth /

At least 80GB HDD (preferably 100GB or more) /

Dedicated Resources Not Kimsufi (KS-2 is what I currently have; I am looking to upgrade from a CPU passmark of 640.)

I have looked into the Delimiter $20 Atlanta server, but that is too expensive for my budget. I do not mind paying yearly. I cannot go above $15 because that is beyond my budget, but I may be able to sacrifice on the specs a little.
