To get in on the roubletrouble deals I decided to try racktech.ru. I found them on vps.menu, they are not the absolute cheapest but cheapest supporting PayPal. I was particularly attracted by 100Mbit unmetered (most other Russian providers in this price range are port limited to 10Mbit). I got OpenVZ in Russia (currently on free trial):

Their website is in Russian, but the order page, control panel and support are all in English. Support has been great. Tun/Tap was enabled via ticket.
So far I am very happy with this VPS for the price. I got it primarily to proxy traffic to Russia/Ukraine.
