Streaming dedicated server?

Hi! We're planning on making a videohosting (+streaming) service and would like to see if our budget is "viable" or should be increased.

Budget - 150-200USD/mo

Requirements:

1. 1Gbps (preferably unmetered, of course NOT dedicated) if that is possible @ that


2. A few TBs of storage / ability to upgrade


3. 16GB+ of RAM


4. No hard requirements on CPU


5. Country - preferably Netherlands/other more or less abuse tolerant country (we will be getting abuse complaints due to some copyrighted content uploaded by users but removing it). Preferably Europe-based (not necessarily EU).
