Vps load time issues???

Hey, just oder few vps on vps provider via lowendtalk offer few months ago.

i just want ask basic vps info about load time, ram usage and cpu.

VPS Spec (OpenVZ)

CPU model : Intel(R) Xeon(R) CPU E3-1240 v3 @ 3.40GHz Number of cores : 2 CPU frequency : 800.000 MHz Total amount of ram : 1024 MB Total amount of swap : 1024 MB

my question is why load time i got is around 3s sometime got 6s.

for memory i just usage 75mb-200mb of 1024mb ram.

CPU usage got 75% to 100%

i just use this vps for development that run cronjob 3 php script every 5 minutes.

every script run looping 100 insert mysql query. this is normal, i use pure-SSD.

this is vps issues becuase my usage or their node issues???

is this vps provider do overselling on their openvz plans???

anyone can explain it to me.
